Fall 2023/Winter 2024 Petitions for Residency Reclassification
Please be advised that the Fall 2023 petition submission cycle has closed. Petitions will be accepted for Winter 2024 from Nov. 8, 2023-Jan. 2, 2024 and Spring 2024 will be accepted from Nov. 8, 2023-Jan.24, 2024. Students are required to be registered for the semester/term and to submit their petitions by mail or in-person to the office. Electronic submissions will not be accepted. Please email Residency Reclassification Services at resclass@umd.edu for assistance if needed.
Petition for Change in Residency Status
Students wishing to apply for a change to in-state status after their initial semester will need to complete the Petition for Change in Residency Status form.

Nonresident Exemption for Eligible Maryland High School Graduates
To request a change in residency based on the Nonresident Tuition Exemption for Eligible Maryland High School Graduates, complete this form and the required supporting documents listed within the body of the form. For your convenience, refer to this checklist.
Maryland Income Tax Returns
All petitioners will be required to submit Comptroller copies of Maryland Income Tax returns.
To obtain a Comptroller copy of your state returns, visit Request a Copy of Returns and click on Form 129. Please have all certified returns sent to your home address.

This process could take as long as 15 business days. Please take this into consideration as you prepare your petition and supporting documents for submission by the established deadline dates for the semester that you are petitioning for reclassification. To obtain a copy in-person, please consider visiting your local branch.
Military Personnel
Refer to this checklist regarding documentation required for receiving in-state tuition exemption as a military personnel or spouse/dependent of such.
The following policy shall be applied to all military personnel student tuition classification decisions effective Winter term 2021 and thereafter:
